will have to revise the budget if a change is
made,” said City Manager Jim Jakel.
The only other concern about the
budget was raised by Councilman Reggie
Moore, who wants to make sure the city will
be getting its money’s worth by spending
$100,000 in the next year and $125,000 the
year after that for a part-time deputy district
attorney.
“I’m glad we did that, although I did
have some reservations because of the cost,”
said Moore. “And I did feel to an extent that
we were subsidizing a county employee, and
I still have that belief to a certain degree.
“I would ask that the city attorney or
manager report back to the council … on
the performance of that individual, so that
we can measure in very certain terms that
the public is getting what they pay for.
“Clearly, there are positions in the city
that need to be funded and are important
to the city; namely, something in the recreation
department. I believe the recreation
department is a vital part in the prevention
program that we must implement if we are
going to manage crime in this community.”
Councilman Brian Kalinowski gave the
city a pat on the back for its new budget.
“We often take hits for what people consider
to be out-of-control crime issues and
other things that are easy to hit the city on,”
he said. “But this budget provided services to
the community without cuts in any service
level. I think that’s important for people to
remember in a downturn economy.
“Everybody’s worked hard to build a re-
serve we can spend in a two-year time frame
to ensure footing and groundwork moving
forward. What’s exciting about that from a
councilmember’s perspective is that we will
be able to weather these economic times and
actually build from a downturn above where
we are at now.”
Like the other council members, Mayor
Don Freitas echoed those remarks, adding,
“Unfortunately, Antioch has always
been revenue-challenged. This is not a new
phenomenon, this has gone on forever – unlike
some of the other cities, particularly in
Central County. Staff has done a brilliant
job. You can only control what you can control.”
