Herrington grabbed what stuff he could
carry from the car. No longer welcome at
his friend’s place and unable to get to and
from his job, he found himself, for the fi rst
time in his life, homeless.
“I was walking down the railroad tracks
and met some people who were homeless
and they let me stay in their tent, and I have
been homeless ever since,” he said. He hasn’t
been able to fi nd work because “you have
to have a cell phone and be able to take a
shower and have clean clothes and everything
for interviews. I can do clean clothes
but the (cell) contact is diffi cult.”
He also hasn’t been able to stay in a shelter
because they have such limited space that
you either need to be female or have some
kind of physical or mental disability to get
in, he said. He declined to take advantage of
an opening at the shelter in Richmond due
to concerns about crime in that area.
As a result, he settled into living with
about 15 other homeless people alongside
an abandoned railroad track and panhandling
for money by holding up his sign near
the off ramp.
“It gets you food to get by; you survive,”
he said. “Kentucky Fried Chicken, at night
they throw their food away in the dumpster.
They put all the chicken and mashed potatoes
in a bag. Some of the businesses at night

are between 8 and 15 vacant positions in that
department at any given time, according to
Finance Director Dawn Merchant.
Freitas said that the budget should not
be based on 11 vacancies in the police department.
“Generally speaking, the council
would like to have all of those vacancies
fi lled,” he said. “I don’t feel comfortable
with those (budget) assumptions. I think the
public is anticipating that we are fi lling the
vacancies.”
Police service is by far the biggest expense
in the city budget, accounting for 54
percent of the General Fund – and is due to
become even more expensive. Police offi cers
recently received a 9.4-percent salary hike
and will be receiving another 2-to-5-percent
increase in September.
Those hikes might help take care of the
vacancy problem, said Assistant City Man-
when they close, they will give us food.”
With the number of panhandling citations
written to Herrington approaching
the double digits, Rezentes recognized that
another solution was needed. So after determining
that Herrington would like to go
back to Texas, Rezentes asked the Salvation
Army if it would pitch in to help buy a $145
bus ticket.
“They ponied up the whole bus ticket,
bless their heart. It’s not like they have much
money,” said Rezentes, who is a member of
the Police Department’s Community Action
Team.
This is the fi rst case in what is planned
to be an ongoing Reunite Program in Antioch
similar to one adopted in a few other
cities to help the homeless get back with
their families.
“They have to want to go, and there
has to be some place for them to go,” said
Rezentes. “The successful programs have
followed up to ensure they don’t end up in a
worse place than they came from.”
The program won’t work for most of
Antioch’s homeless, however. “I have spoken
to quite a few, and a lot of them are
local,” he said. “Going home means going
cross town and doing some mending with
their families and getting counseling in
drugs and alcohol programs. Right now we
have to do it case by case.”
There currently isn’t any funding for the

Although much of the focus will be on
keeping a lid on expenses in the next two
years, Freitas said the council is interested
in creating two new positions: a part-time
district attorney to help prosecute criminals,
and a full-time director of parks and
recreation to provide expanded programs,
particularly at the Prewett Park Community
Center, which is due to open in late 2009 or
early 2010.
City Manager Jim Jakel kicked off the
budget workshop by acknowledging that
“the numbers are not as good as we would
all like to see. On the other hand, there’s no
surprise in these budgets for these next two
years.
“Antioch is not immune from the economic
slowdown in California and the nation,
nor immune from the foreclosure and
a written Notice of Default and Election

before. It gives you a different insight
on life.”

Due to the city spending more than it’s
taking in, the budget defi cit in the current
fi scal year is expected to be $2.6 million.
In the next fi scal year beginning in July the
defi cit is also projected to be $2.6 million,
and in the year after that it is projected to
be $2.1 million.
Those projections are based on 11 vacancies
in the police department, however, so
the defi cits could increase signifi cantly if all
of the vacancies are fi lled and remain fi lled.
The reserve fund is projected to be down to
8 percent in 2009-10 with the unfi lled vacancies.
Filling the vacancies could reduce the
reserve to 4 or 5 percent.

As for those eight or nine panhandling
citations, Rezentes said he would ask the
court to dismiss those, which should also
save the legal system the cost of prosecuting
them. In that regard, the Reunite Program
“is a time saver and a money saver,” said
Rezentes. “We (also) save him heartache
from being on the streets.
“We are not going to push the problem
around (to other areas). There’s certain people
we can steer toward services and help. It
works in other communities and we are going
to make it work here in Antioch.”
