“Until this market settles out and we can feel
comfortable with our revenue position, we should not
be making any unnecessary expenditures,” he said.
“Just about every one of our revenue streams is uncertain
right now. If anyone can tell me different, well, sit
me down. I’m all ears.”
Stonebarger’s caution extends to the costs of going
out to bid for the various Civic Center projects:
the new city hall, community center, parking structure,
library and revamped City Park. The current time line
for the bidding process to begin is December or January,
although getting bids does not automatically mean
construction will follow. “We have a pretty good idea
what it will cost, about $75 million. Why not wait until
(the world of fi nance is more secure) knowing we can
pull the trigger right away when they come back?”
Becnel, too, is waving the caution fl ag, although
he believes going out to bid would provide information
needed to make the right decision. Despite his
confi dence in the city’s planners, he believes it’s only
prudent to make certain the estimates that have been
made are accurate.
“You can’t make good decisions on estimates and
guesses,” he said. “You have to have real numbers.” In
Becnel’s view, whether the entire project moves ahead,
none of it goes forward or the city adopts a phased
approach, it’s unwise to pick a course of action before
the data is complete.
“People keep trying to cross that bridge before we
even get to it,” he said. “If the ability to fi nance the

it makes sense to separate boys from girls in
schooling because they learn differently.

Board member Gary Agopian said he’s
“very impressed” with the presentation. He
was concerned, however, about how specialeducation
students will be funded at the charter
school, given that there is currently inadequate
funding for them in district schools.
Also he wants to make sure the school
welcomes “boys of all backgrounds. That’s
very important. It’s for all students. I applaud
the fact that you will make the effort to
make sure we are attracting students of all

both you and Bruce as this year’s recipient
of the award,” said Brentwood
Art Society President Janet Melloni in
a recent correspondence. “It is only fi tting
that two of you receive this award,
as you both have been instrumental in
helping build the festival. It is with our
deepest sympathy that Bruce cannot
be with you to accept this award, but
we know his legend will truly live on
backgrounds to the school.”
Board President Walter Ruehlig was
also impressed by the thorough presentation
and the academic professionalism of the
school’s board of directors, several of whom
have doctorates in education. But he shared
Agopian’s concern that the school be inclusive
of all groups and was concerned that naming
the school RAAMP, which specifi es “African-
American” in its name, might give the wrong
impression.

Becnel said that his subcommittee partnership
with Stonebarger is a good thing. “Erick is not as
enthused with the Civic Center as perhaps I am,” he
said. “It’s a good mix of checks and balances. I know
if I can convince him, I can feel very, very comfortable
with the project.”
Stonebarger reiterated his belief that the Civic
Center is a good thing, although he wants to “whittle
down” some of the costs associated with the city hall
before the “right plan” is fi nalized. “If we had $75 million
in cash right now, I’d say ‘go for it’ if it’s the right
plan,” he said. “But we’re not there. We’re not even
close to there.”
Becnel and Stonebarger share the hope that
the economy will at least stabilize between now and
early next year. With the slump driving construction
costs down, Becnel thinks the ability to move quickly
should conditions be favorable next spring or summer
is a good position to be in. “We’ve got to put the
(bid information) together sooner or later,” he said.
“Whether we do it now or next year, it still has to be
done.”
If the economy hasn’t turned the corner by the
time the bids expire, Becnel believes, it’s easier to get
an updated bid than start from scratch.
Which approach is best to take is something the
subcommittee, which has met twice, is just starting to
work on. One thing both members agree on already,
though, is that what the future holds is anyone’s
guess.
“The one thing I do know,” said Stonebarger, “is
that nobody really knows.”

Today, Morello is master of
his musical domain, organizing and
keeping track of a formidable number
of ensembles, from the school’s
two jazz bands to the wind ensembles
as well as the sixth-, seventhand
eighth-grade choirs. And while
he admits teaching is a tough job,
it’s the little moments that make it
all worthwhile.

mixed in with the steady improvements
