CSD makes
its case
on growth

The Discovery Bay Community Services District
(CSD) Board of Directors fl exed its collective
muscles last week with the approval of a letter to
the Contra Costa County Board of Supervisors
expressing the board’s – and the public’s – concerns
over future growth in the community.
The letter, drafted by CSD President Shannon
Murphy-Teixeira and Director Dave Dove,
was approved by the board at the May 7 CSD
meeting, and is expected to be sent to the Board
of Supervisors later this week.

The effort to gain local control
over fi re services that serve Discovery
Bay and far East County was
dealt a setback this week by a decision
by the Oakley council to back
out of a plan to share control over
the East Contra Cista Fire Protection
District.
Brentwood, Oakley and the
county have been working for more
than three years to re-vamp the EC-
CFPD, which provides fi re service
throughout far East County. The
district, funded by tax rates set when
the then-rural area was served by
volunteer fi refi ghters, is severely under-funded,
and can afford only two
fi refi ghters per engine and no paramedics.
Industry standards call for
three-person crews with one a paramedic.
In order to raise revenues to fully
staff the district, additional taxes will
be required. Local offi cials have said,
however, that their communities will
