Council supports health clinic in Oakley

There is only one doctor in Oakley
to serve its 33,000 residents, more than 15
percent of whom do not have health insurance.
To help improve the nearly nonexistent
health care in Oakley, the City Council
last week passed a resolution in support of
opening a clinic in the city. The resolution
backs up the ongoing efforts by the Contra
Costa Interfaith Supporting Community
Organization (CCISCO) to achieve that.
In May of 2007, St. Anthony Catholic
Church was packed with people asking
for a clinic and receiving support for their
request from city and county offi cials and
health care providers. But so far, not much
concrete action has been taken, due in large
part to lack of funding.
City Manager Bryan Montgomery
said at the June 24 City Council meeting
that passage of the resolution “will help
their efforts and all of our efforts in bringing
a clinic to Oakley.”
Several people spoke at the council
meeting in support of the resolution.
Pablo Cardenas said he’s met numerous
times with county offi cials and local
health care providers. In those meetings,
he has emphasized the need not only for a
clinic but to enroll more uninsured people
in government health care programs, and

also been working to help residents apply
for citizenship.
“Today I’m very, very happy to see
our local government bringing attention to
this issue,” Cardenas told the council members.
“I look forward to accomplishing this
together. We are attempting to work on a
variety of levels to create a strong, healthy,
thriving community.”
Elaine Rigley, whose 42-year career as
a nurse dates back to World War II, told the
council that she’s legally blind, has arthritis
and diabetes and takes 20 pills every day, in-

“Without medication or a doctor I can
consult with, I wouldn’t be here tonight,”
she said. “The clinic will benefi t the old and
young. Thank you for understanding that
we need the clinic in Oakley.”
The council members thanked those
who spoke and the dozen or so others who
showed up in support.
“It takes time, but it also takes not giving
up,” said Councilwoman Carol Rios.
“I appreciate your being here and support
your effort.”
“A health clinic is something that

one here, and it left.”
Councilman Kevin Romick said, “I
very much support the idea of a clinic in
Oakley. I have worked on this the last year
and a half, attending numerous meetings.
“I’m wondering why it’s taking so long.
We had agreements last year. We were looking
at possible locations. It seemed we were
a lot closer than we are. I’m wondering why
it’s taking so much more time. If all we need
to do is support this resolution to make it
work, we should have it done in a year.”
