with the job the city government is doing
and 84 percent say Oakley is heading in the
right direction.
Less encouraging for city offi cials is
that while more than four out of fi ve respondents
said that the city newsletter is an
effective way of informing residents about
city services and events, fewer than one in
four consider the city newsletter their primary
source of Oakley news.
The number-one source for Oakley
news is this newspaper, the Oakley Press
(43 percent), followed by the city newsletter
(24 percent), the Contra Costa Times
(21 percent) and City Council meetings (10
percent).
Lagging far behind is the city Web site.
Only 2 percent of survey respondents said
they use it as their primary source for Oakley
news. More than two-thirds have either
never visited the site or do so less than once
a month. Nonetheless, 87 percent said they
are satisfi ed with the city’s efforts to communicate
with residents.
Three out of four respondents gave
Oakley high marks as a good or excellent
place in which to live. Its top assets are its
small size, quietness, good schools, good cli-
mate and rural feel. More than nine out of
10 said they feel safe in Oakley.
City Council members did not respond
to a request to comment on the survey, but
Planning Commissioners Iris Obregon and
Jim Frazier discussed it in phone interviews
last week.
“I think it is aligned with what I am
hearing in the community, and also aligned
with what I am hearing coming from the
city and the goals of the city,” said Obregon.
“Whatever way citizens can be engaged
is important. If it’s the Internet, if
it’s meetings, if it’s your paper, it takes us
as residents engaging in the process. Every
citizen should participate to some degree in
the city.”
Frazier seconded the notion that it’s
important to get more residents involved,
noting that only 208 people in a city of
35,000 participated in the survey. As a way
to improve communication, he’s interested
in getting city meetings televised and placing
the video on the city Web site. City Council
meetings are currently video-recorded, but
the footage is not available to the public online
or on cable.
“I know we have a lot of people who
commute out of the area,” said Frazier.

“They are hard-pressed to get to a meeting
with their family life and bone-tired
after driving home. This might be more
convenient for them to catch up during the
week.”
Frazier, who has lived in Oakley for
25 years, is not surprised by the survey’s
mostly positive results. “There’s been sub-
stantial change, really, for a lot better,” he
said. “There’s been some fantastic things
done in the city by the council. That’s why
I got involved: because I want to be part
of it. I wish we had more input from more
residents.”

• Aggressively pursue projects on freeways such as metering at onramps;
freeway service patrol; vehicle detectors and closed-circuit
TV for real-time traffi c monitoring; changeable message signs;
and highway advisory radio.
• Expand park-and-ride lots across East County.
• Develop East County BART, eBART, ferry service, Amtrak and
other rail options.
• Advocate for increased transportation funding at the federal,
state and regional level.
• Provide improvements that encourage walking and bicycling.
• Expand bus service within East County and between East
County and other regions.
• Promote more employment development in East County.
While all of these measures might help Highway 4 become
less of a nightmare at rush hour, it’s unlikely it will ever become a
commuter’s dream.
“Anticipated growth that has already been approved is likely
to be faster than the ability of local jurisdictions and Caltrans to
provide capacity relief,” the study states. “It is unreasonable to expect
that uncongested conditions can ever be achieved in a single
hour.
“Travelers in urban and suburban areas have come to accept
peak hour congestion, especially on the freeway routes. It is desirable,
however, to ensure that point-to-point travel time be kept to a

Vasco Road is also expected to remain a signifi cant problem.
“It is clear that additional highway capacity is needed in this
corridor to accommodate anticipated growth both in eastern
Contra Costa as well as Alameda County,” the study states. “It
will be diffi cult to provide an increase in capacity for a variety of
reasons, including high cost and concerns about environmental
impacts.”
Perhaps the best news for those lucky enough to land a local
job is that the future of job growth in East County’s is looking
bright.
“Compared to other locations in the Bay Area, East Contra
Costa is likely to become increasingly attractive in terms of labor
force and land, assuming the transportation system is there to
provide access for commuters and enable goods movement,” the
study states. “Brentwood, Rural East Contra Costa, Antioch, and
Pittsburg (are) among the top six locations (in the Bay Area) in
terms of percentage change in jobs from 2008 through 2030.”
The East County Action Plan is being circulated for comments
by agencies and the public before being adopted, possibly

Commission will hold a workshop
on Tuesday, May 20, 2008 at 6:00
PM to review and provide input
on the proposed draft Brentwood
Boulevard Specifi c Plan, consisting
of approximately 436 acres located
along the Brentwood Boulevard
(State Route 4) corridor from Delta
Road on the north to Second Street
on the south. The project includes
a proposed General Plan Amend-
140-pound “beanpole,” helped him develop
the tenacity that has served him so well as a
Ranger. He also credited Snover with helping
him get through school.
“She pulled me aside and told me, ‘You
need to wake up,’” he recalled.
Snover said she rememberd Broussard as
a “deep thinker” and said she still has an essay
he wrote. “I’m incredibly proud of him, but
I’m not surprised,” she said.
Broussard was scheduled to visit other
area schools and take some time off before
returning to his base at Ft. Benning, Ga.
Between tours overseas, the former highschooler-in-need-of-a-wake-up-call
is about
18 months from attaining a master’s degree,
which he will apply in his career as a physician’s
assistant.
Broussard will attend the Brentwood
City Council meeting next Tuesday to be honored
by the city, and other offi cial commendations
are in the works.
