Comment on Delta plan
A plan to install water-control
gates in Frank’s Tract in an effort to
aid threatened fish and control salinity
levels in the Delta will go before local
residents for comment at a meeting in
Antioch next week.
The Franks Tract Project is one of
several actions being proposed to improve
the health of the Delta ecosystem
and the operational reliability of
state and federal water projects.
The project involves installing operable
gates to control the flow of water
at key locations (Threemile Slough
and/or West False River) to limit the

Delta 2000 is sponsoring the 21st
annual East County Hunger Walk on
Saturday, Oct. 4 at Contra Loma Park
beginning at 8:30 a.m. The 2½-mile
walk is the oldest grassroots effort to
raise funds for East County food closets
and pantries.
The first 140 walkers who bring
$20 in pledges and donations will receive
a Hunger Walk T-shirt, compliments
of Sutter Delta Medical Center.
Last year, walkers raised nearly
$10,000 for 12 food closets from Bay
Point to Brentwood.
The East Bay Regional Park District
has waived park fees for partici-
movement of fish such as the Delta
smelt and the flow of higher salinity
water into Franks Tract during certain
times of the year.
The Department of Water Resources
is conducting surveys of recreational
usage in local waterways, and
invites public input on the project. The
public is encouraged to attend the public
scoping meeting in Antioch on Oct.

As I write this on Monday, 9/29, the
House is debating the $700B bailout plan
for Wall Street. If this plan passes, it will
mean that taxpayers will be on the hook
for solving Wall Street’s mistakes. This is
generating a lot of anger and resentment
amongst taxpayers. The comment I keep
hearing from people is, “No one is bailing
me out of my bad loan. Let the Wall
Street firms live with their mistakes. If
they made bad decisions, let them fail.”
Personally, I’m not happy about my
tax dollars going towards this plan. But
let me try to give you the government’s
reason behind their plan. They think that
if something isn’t done to solve this problem,
and soon, it could lead to a global
financial meltdown of epic proportions,
which will cost US taxpayers well more
than $700B. And, no, I’m not exaggerating
the severity of the problem.
There is an old saying that when
the United States sneezes, the rest of the
world’s financial markets catch a cold.
Well, right now, our market has more

than sneezed. In fact, it’s pretty darned
sick. That means the rest of world is in
even worse shape, and this situation is
incredibly fluid. Just recently the rumor
that Washington Mutual was in trouble
caused a run on the bank with people
withdrawing their money as quickly as
they could, which sped WAMU’s collapse.
Our government fears something like this
happening, but on a larger scale, if they
don’t solve this financial crisis quickly.
So the approach our government
is trying to take is a “trickle-approach”
where by saving the Wall Street firms,
that will stabilize the financial markets.
That should benefit us down here at the
bottom of the food chain. At least, that’s
the hope!
